Positions in this job profile are responsible for the oversight and management of the overall operations of the university's efforts with the State of Oregon, legislature, Congress and the federal government. Responsibilities include monitoring, managing and engaging in federal and state legislation programs and proposals. They may act as liaison between the university and the Governor's staff, legislators, members of the Oregon congressional delegation, congressional staff, committee staff, and federal agencies. They develop, implement, and evaluate philosophy, short and long-range goals and objectives. Employees develop, implement and enforce plans, policies, procedures, systems, programs and performance standards. They participate in strategic planning efforts as part of the management team and are responsible for managing staff. They determine resource needs and priorities and make recommendations to executive management. They determine training needs and make appropriate arrangements for provision of training.
