As part of Oregon State University’s response to COVID-19, effective April 15, 2020, all discretionary off-cycle salary increases for unclassified professional faculty and academic/research faculty, irrespective of funding source(s), are frozen until further notice.

Discretionary off-cycle salary increases are those increases provided to employees who are remaining in the same position with the same position description, outside of university-wide salary increase programs. Increases that accompany promotions or position reassignments are not included in this policy.

Exceptions to this policy for retention or equity purposes will be reviewed and considered for approval using the following process:

Exceptions for Retention:

If an employee has received a bona fide offer from another employer, the university will evaluate the prospect of OSU losing that employee and the possibility of providing a counter offer in order to retain OSU’s best employees. Exceptions to the salary freeze for retention purposes must be approved by the Provost and the Vice President for Finance and Administration.

To request an exception, submit a letter of justification to classification.compensation@oregonstate.edu that addresses:

  1. How retaining the employee furthers the continuity of academic programs; meets terms on research contracts and grants; fulfills funded commitments, such as those of the OSU Extension Service; or ensures the fiscal or administrative health of the university; and contributes to the continuing progress on implementing SP4.0. and
  2. How the retention increase will be funded while meeting budget reduction targets.
Exceptions for Pay Equity:

Exceptions to the salary freeze for pay equity purposes must be approved by the Provost and the Vice President for Finance and Administration.

To request an exception, submit a letter to classification.compensation@oregonstate.edu. The Classification and Compensation unit in University Human Resources will conduct a position review and pay analysis; coordinate with the Office of Equal Opportunity and Access and other OSU offices, as appropriate; and submit the exception request and recommendation to the Provost and Vice President for Finance and Administration.
