Hiring Freeze FAQ

As part of the university’s COVID-19 response, effective April 15, 2020, the university has implemented a hiring freeze. The freeze applies to academic and research faculty, professional faculty and classified staff, temporary hires and academic wage positions, irrespective of funding source(s). Positions that were in active recruitment and new requests to recruit applicants for a position within OSU are included in this hiring freeze .

Student hourly positions and Graduate Assistant positions remain at the discretion of units.

Exception Requests

Exceptions to the hiring freeze must be approved in advance by the Provost and the Vice President for Finance and Administration. Exceptions may be granted for positions that are essential to ensuring the continuity of educational programs; meeting terms of research contracts and grants; fulfilling funded commitments, such as those of the OSU Extension Service; and continuing progress on implementing SP4.0.

To request an exception, complete the Exception Request webform. The request will route to the appropriate dean, vice president or vice provost via DocuSign. If the appropriate dean, vice president or vice provost agree, the request will be considered by the Provost and the Vice President for Finance and Administration. Requests not supported by the dean, vice president or vice provost will not be advanced to the Provost and the Vice President for Finance and Administration.

Searches in Progress

If an offer letter has been signed by a candidate, the hire will be completed. All other searches in progress up to acceptance of an offer must receive approval through the Exception Request process before moving forward.

Searches may be cancelled, paused or held for evaluation of an exception.

  • A cancelled search will be closed completely. All applicants will receive an automated message informing them that the search is cancelled. If you later receive approval to fill the vacancy, a new search must be approved before it is initiated.
  • A postponed search will be placed on indefinite hold. Applicants will not receive an automated email. Searches that resume after an extended pause have distinct challenges. Contact your Human Resources Strategic Partner (HRSP) or the Human Resources Service Center recruitment team for guidance on candidate communications.
  • If your existing search is on hold pending approval of an exception, contact your HRSP or the Human Resources Service Center recruitment team for candidate communication guidance.
New Searches

An exception request must be approved before contacting Human Resources to initiate a search, to create a new position or to revise an existing position for recruitment purposes. Please attach approval documentation to your request.
