Profile Summary
Positions in this job profile assist and support the Vice President for Finance and Administration in assuring the financial integrity of the institution and provides strong leadership and management for key areas. Incorporates innovative practices into plans and strategies, and collaborates with other University executives, State of Oregon Department of Administrative Services, Department of Treasury, and other outside organizations as needed to develop appropriate policy and acquire resources. This position is part of the executive leadership team with other Finance and Administration leadership members who represent areas of Budget and Finance, Business Affairs, Campus Operations, Human Resources, and University Conference Services.
Distinguishing Characteristics
The distinguishing characteristic of the Executive 3-Fin & Admin profile is the strategic leadership for multiple departments and functional areas within University Finance and Administration.
Primary Position Responsibilities
1. Provides leadership and accountability throughout the University by establishing financial policies, procedures, controls and reporting systems, for departments or functional areas within the Finance and Administration Division. 2. Provides management, planning, organizing and directing departments and functional areas within the Finance and Administration Division. 3. Provides financial accounting, analysis, and reporting for use by the board, president, university leadership, creditors, grantors, state executives, legislators, donors, and other agencies that have a financial interest in the University. 4. Promotes efficient and effective administrative services for campus constituencies; acts to correct flaws and improve operations. 5. Develops, promotes and maintains relationships with internal and external stakeholders to promote, develop and enhance the mission of the university. 6. Provides leadership, supervision and direction for assigned staff. Hire and train employees; plan, assign and review work, establish goals for each position and assess performance through completion of written evaluations; act on disciplinary issues, up to and including dismissal; address grievances, developing a framework for corrective actions as necessary. 7. Develops key university financial benchmarks and oversees treasury management functions.

Problems are highly varied, complex and often non-recurring; require novel and creative approaches to resolution. New concepts and approaches may have to be developed. Decisions have significant, broad implications for the management and operations of a division/entire organization; makes decisions on the overall strategy and direction of the division/entire organization. Accountability
Results are defined by division and university strategy, mission and vision; incumbent sets own goals and determines how to accomplish results with few or no guidelines to follow, although precedents may exist; supervisor/manager provides broad guidance and overall direction. Reports to the Vice President of Finance and Administration. Supervises work of leadership positions and professional faculty, including planning and reviewing work. Develops and approves multiple budgets and exceptions to budgets for multiple units.

Typical Requirements
Bachelor’s degree in Accounting, Finance, Business Administration, or related field. Holds Certified Public Accountant license. Minimum of 10 years of senior level management experience including direct responsibility for financial services and accounting operations.
