Positions in this job profile manage the day-to-day operations of procurement and contracts needs of the University to verify compliance within applicable laws and OSU policies and procedures and effectively manage university expenditures. They provide ideas and subject matter expertise while ensuring effective, efficient workflow and adherence to policy and standards. They may contribute to the development of the budget and may be accountable for managing the budget and activities of staff.
Distinguishing Characteristics
The distinguishing characteristics of the Manager 1-Procurement profile provide policy and procedural management and administration of procuring university contracts. Positions supervise classified staff that supports the day to day functions of the unit.
Primary Position Responsibilities
1. Manages the day to day operations of procurement with university wide scope and impact. 2. Administers procurement contracts including negotiating terms and reviewing contracts for potential improvements or mitigation of risk. 3. Supervision of classified positions including hiring, firing, responding to grievances, planning work, delegating work, approving/disapproving work, and performing annual evaluations of all staff. 4. Provides subject matter expertise and management of applicable policies, state and federal regulations to ensure compliance relating to procurement and contracts. 5. Collaborate with and maintain relationships with internal and external stakeholders

Accountability
Results are defined by senior leadership, division and university mission, vision and strategies; existing practices are used as guidelines to determine specific work methods. Carries out work activities independently; supervisor/manager is available to resolve problems. Supervises work of classified employees, including planning, assigning, scheduling and reviewing work, ensuring quality standards. Is responsible for hiring, terminating, training and developing, reviewing performance and administering corrective action for staff. May monitor, inform, report on budgets; draft and develop budget; approves within a budget and approves budget exceptions; all within the unit/department.

Typical Requirements
Bachelor's degree in Business Administration or related field. Recent and progressive supervisory experience with multiple staff direct-reports. 5 years of experience in procurement administration.
