Profile Summary
Positions in this job profile serve as the chief fiscal and administrative officer of the university and serves as a member of the President's Cabinet. They oversees a division with responsibility for Budgets and Fiscal Planning, Business Affairs, Business Services, Conference Services, Facilities Services, Human Resources, and Public Safety. The position plays a significant role in Athletics, Alumni Affairs, and Foundation financial activities and manages a wide variety of operational and policy issues including budgets, security and safety issues, effective emergency planning, contracting for services, acquiring and providing goods and services, oversight of design and construction with responsibility for adherence to budgetary limitations, risk management, campus sustainability efforts, executing professional service agreements, accounting for OSU expenditures and ensuring policy compliance, cash management, compensation matters, and the lease of real property.
Distinguishing Characteristics
The Executive 2-Fin & Admin profile is the Vice President of Finance and Administration and Chief Financial Officer for the University.
Primary Position Responsibilities
1. Provides strategic leadership and management of the Finance and Administration Division, including development of the mission, vision and values; and the strategic plan to implement those areas within the multiple organizations and departments within the division. 2. The Vice President is also responsible for the examination, recommendation, and implementation of initiatives to create within Finance and Administration a diverse environment for all staff that is free from racial, gender, sexual, ethnic, or cultural discrimination. 3. Acts as the Chief Financial Officer of the university to ensure the fiscal health of the University, including overseeing and implementing policies, systems and processes that maintain fiscal stability and future growth. 4. Promotes efficient and effective administrative services for campus constituencies; acts to correct flaws and improve operations; and assures that the physical environment is safe and effective for the campus community. 5. Develops, promotes and maintains relationships with internal and external stakeholders to promote, develop and enhance the mission of the university, including engaging in private, foundation and corporate fund development, and cooperative linkages with OSU academic departments and colleges, and other appropriate divisions; and alumni relations and engagement. 6. Provides leadership, supervision and direction for assigned staff. Hire and train employees; plan, assign and review work, establish goals for each position and assess performance through completion of written evaluations; act on disciplinary issues, up to and including dismissal; address grievances, developing a framework for corrective actions as necessary.

Accountability
Results are defined by division and university strategy, mission and vision; incumbent sets own goals and determines how to accomplish results with few or no guidelines to follow, although precedents may exist; supervisor/manager provides broad guidance and overall direction. Reports to the President of the University. Supervises work of leadership positions and professional faculty, including planning and reviewing work. Develops and approves multiple budgets and exceptions to budgets for multiple units.

Typical Requirements
Bachelor’s degree in Accounting, Finance, or related field. At least 10 years in progressively responsible financial leadership roles, with comprehensive budget and financial planning experience and responsibilities within a large, complex environment, preferably in higher education; proven experience developing financial strategies that support academic and strategic priorities.
