Profile Summary
Positions in this job profile are responsible for the oversight and management of the overall operations of the university's efforts with the State of Oregon, legislature, Congress and the federal government. Responsibilities include monitoring, managing and engaging in federal and state legislation programs and proposals. They may act as liaison between the university and the Governor's staff, legislators, members of the Oregon congressional delegation, congressional staff, committee staff, and federal agencies. They develop, implement, and evaluate philosophy, short and long-range goals and objectives. Employees develop, implement and enforce plans, policies, procedures, systems, programs and performance standards. They participate in strategic planning efforts as part of the management team and are responsible for managing staff. They determine resource needs and priorities and make recommendations to executive management. They determine training needs and make appropriate arrangements for provision of training.
Distinguishing Characteristics
The Administrator 1-Govt Relations profile directs and leads the university’s efforts with both State and Federal government programs, agencies, and officials. This position acts as the liaison between the university and the Governor’s staff, legislators, members of the Oregon congressional delegation, congressional staff, committee staff, and federal agencies.
Primary Position Responsibilities
1. Directs the University’s federal, state, and local government relations activities, representing OSU with the state legislature, Governor's office, state agencies, and other community and local entities. 2. Manages and oversees the University’s federal efforts in concert with OSU Research Office. 3. Provides strategic advice to the President, Provost, and Vice Presidents on internal and external matters that involve the university’s external funding and political reputation. 4. Provides strategic direction and advice in the development and execution of the work plan and activities of the OSU Board of Trustees. 5. Directs and manages communications, analysis, and advocacy between the University and external governing bodies for higher education. 6. Manages and provides strategic direction in the political engagement of the OSU Board of Trustees, the OSU Foundation Board of Trustees, and the OSU Alumni Association. 7. Supervision of classified and professional faculty positions including plan, assign and approve work; rewards/discipline; respond to grievances; hire/fire (or effectively recommend); prepare and sign performance evaluations/reviews.

Accountability
Results are defined by university mission, vision, and strategies. Incumbent sets own goals and determines how to accomplish results with few or no guidelines to follow, although precedents may exist; supervisor/manager provides broad guidance and overall direction. This position reports directly to the President of the University. Supervises work of other supervisors/managers, including planning, assigning, scheduling and reviewing work, ensuring quality standards. Is responsible for hiring, terminating, training and developing, responding to grievances, reviewing performance and administering corrective action for staff. Plans organizational structure and job content. Develops and approves department/unit budget and exceptions to program budget.

Typical Requirements
Bachelor’s degree in Political Science, Communication, Public Policy, Public Administration, or related field. 6 years of experience with increasing levels of responsibility and authority in conducting government affairs with exposure to policy, education, and public finance issues.
