Positions in this job profile provide personnel, fiscal, and facilities management of OSU's overall Ship Operations; provide authority and strategic direction for the operation of research vessels used by OSU and other researchers to conduct science at sea. Ensure compliance with applicable laws, rules, regulations, and policy.
Distinguishing Characteristics
The distinguishing characteristics of the Administrator 1-Marine Supt is the overall oversight and management of multiple oceanographic research vessels for the university. Positions have overall strategic and fiscal responsibilities for operation and research strategy, ship operations, and supervision.
Primary Position Responsibilities
1. Oversees and directs strategic and operational functions for multiple oceanographic research vessels for the university, including developing and managing fiscal, ship operations and maintenance, and facilities. 2. Plans and supervises enhancement, repair, refit and update of vessels, equipment, shore, and support facilities. 3. Develops and manages relationships with internal and external stakeholders to promote and strengthen the research efforts and missions. 4. Supervision of professional faculty and/or classified positions including plan, assign and approve work; rewards/discipline; respond to grievances; hire/fire (or effectively recommend); prepare and sign performance evaluations/reviews. 5. Ensures compliance with university policy, and state and federal laws and regulations and industry practices and standards.

Problems are highly varied, complex and often non-recurring; require novel and creative approaches to resolution. New concepts and approaches may have to be developed. Decisions have significant, broad implications for the management and operations of a division/entire organization; contributes to decisions on the overall strategy and direction of the entire organization. Accountability
Results are defined by university and college strategy, mission and vision; incumbent sets own goals and determines how to accomplish results with few or no guidelines to follow, although precedents may exist; supervisor/manager provides broad guidance and overall direction. Supervises work of other supervisors/managers, including planning, assigning, scheduling and reviewing work, ensuring quality standards. Is responsible for hiring, terminating, training and developing, responding to grievances, reviewing performance and administering corrective action for staff. Plans organizational structure and job content. Develops and approves department/unit budget and exceptions to program budget. Assists in the development of the division/college/overall organization

Typical Requirements
Bachelor’s degree in technical field such as ship operations, engineering, oceanography, or related field OR equivalent combination of education and experience in the operation and/or management of vessels. Experience with budget development, fiscal management, and personnel administration.
