Eligibility for Holidays – To be eligible for holiday pay, classified employees must be in paid status at least one-half (1/2) of the last scheduled workday before the holiday and at least one-half (1/2) of the first scheduled workday after the holiday, provided such scheduled workdays occur within seven (7) calendar days before and after the holiday (Article 42-Section 3(C)).
Special Day – Classified employees are covered by the provisions of the collective bargaining agreement, Article 42-Section 2, Special Day. Eligible classified employees should record this leave using Pay Code “Special Day” in EmpCenter.
Irregular Workweeks – Eligible classified employees are to receive recognition for all of the above holidays. In order to provide the same number of holidays for all eligible employees, persons assigned irregular workweeks (other than Saturday and Sunday as regular days off) should be credited with compensatory time at a straight-time rate for all holidays that fall on their regular days off.
Work on a Holiday – Classified employees will receive compensatory time off for all holiday time earned unless an employee elects to receive cash for hours worked, calculated at a time-and-one-half rate, when they are required or allowed to work on the above recognized holidays. Provisions governing holiday scheduling and holiday work compensation are contained in Article 42 of the Service Employees International Union, Collective Bargaining Agreement.
4-10 Work week – If university operations require an employee to work a 4-10 schedule and a holiday falls on a scheduled work day, the employee shall be paid ten (10) hours for the holiday. If the employee requests 4-10 work schedule and a holiday falls on their scheduled work day, the employee has the option to flex their schedule working five (5) eight (8) hour days in the week the holiday occurs; or maintaining their 4-10 schedule and using two (2) hours of accrued leave or leave without pay on the day on which the holiday falls.
Required to Work on the Holiday – Unclassified employees (FLSA exempt and non-exempt) who are required to work on a University recognized holiday are to be compensated for hours worked at the rate of time and one-half in the form of pay or compensatory time off at the discretion of their employing unit.
Special Day – Unclassified 12-month Employees – In 2015, the university updated policy 580-022-0025, Academic/Unclassified Employee Holidays, to include the granting of eight (8) hours (pro-rated based on FTE for part-time employees) of additional paid leave to 12-month unclassified employees (formerly known as Governor’s Day) to be taken between the day before Thanksgiving and January 31. The OSU Unclassified Special Day is to be taken in a single block of time. Eligible unclassified employees should record this leave using Pay Code Special Day in EmpCenter. The employee must be employed during the time period in which the Special Day may be used to receive this additional day of paid leave.
Unclassified employees who are unable to be away from their duties to take the additional day of paid leave are to be allowed to use the paid leave prior to June 30, 2018. The employee must coordinate schedules with his/her supervisor to maintain regularly scheduled services. Temporary employees and contractors do not receive this additional day of paid leave.
Administrators and supervisors are responsible for providing adequate staffing coverage for normal operations prior to the start of a holiday. Please be reminded that administrators do not have the authority to close their units without approval of the President or his designee.
Supervisors may authorize early release of classified staff as long as the employees record usage as vacation leave, personal leave, or leave without pay for the early release time taken. Administrators cannot provide release time to classified staff outside the provisions of the collective bargaining agreement. FLSA non-exempt unclassified employees are also expected to report early leave usage to their supervisors for time taken.
